Washington Property Company breaks ground on the Solaire, a 232-unit residential building at 10194 Georgia Avenue, next week.  Located on the former site of the First Baptist Church, WPC acquired the 1.65-acre parcel in 2005 and, as part of the deal, relocated the church to Olney, adding to the long list of projects approved in a quickly developing Wheaton town center.

Montgomery County approved the site plan last October for a Preston Partnership-designed six-story, u-shaped structure, opening to the south, with a swimming pool and greenspace in the interior courtyard.  Designers used a "variety of masonry and glazing" as well as "small parapets and height variations ... to minimize the sense of building mass." Beneath, developers will build a two-level parking garage with 230  spaces. A public statement notes such ubiquitous amenities as "granite countertops, stainless steel appliances, fine cabinetry, wood laminate flooring."  

According to a WPC press release, the developer owns more than eight million square feet of commercial space in the Washington, DC metropolitan area and currently has over 1.6 million residential square feet under development.Clark Builders Group is the General Contractor, Gables Residential will provide property management and leasing services.  Leasing is expected to begin in September of 2013.

Once a forlorn street with only ramshackle buildings better for disposing of cars than for strolling, despite its location in downtown Silver Spring and proximity to the Metro, Ripley Street is on its way to birthing two residential developments. The first, by Washington Property Company and Lessard Design, will feature 295 rental units (9 live-work replaced what was to be a retail space) inside a 17-story structure, with a "resort-style" pool at 1150 Ripley Street. WPC broke ground in September of 2009 and will now deliver the first units the 1st week of May. Work is expected to continue through August.

The second site, by Home Properties, will deliver a Shalom Baranes designed residential tower late next year. Eleven55 Ripley, originally conceived as Midtown Silver Spring, will offer 379 "premier apartments" in a 20-story building and adjacent 5-story building, adding a small pocket park as a public amenity.

Washington Property Company's 245-unit residential building at 10194 Georgia Avenue is on target for a spring groundbreaking, adding to the long list of greenlit revitalization projects in Wheaton. "We're out to bid now [for a general contractor], and hope to start construction in early May," said Daryl South, Vice President of Development for WPC. "Everything's ready to go."

Washington Property company acquired the 1.65-acre parcel, which is just steps from the Wheaton metro station, in 2005.

According to a site plan approved by Montgomery County planners in October of last year, the Preston Partnership-designed building will be a six-story u-shaped structure, opening to the south, with the interior space used for a swimming pool and greenspace. Designers used a "variety of masonry and glazing" as well as small parapets and height variations ... to minimize the sense of building mass." Underground, developers are shooting for at least 230 parking spaces spread over two levels, and will be required to offer 12.5% of the dwellings as (subsidized) MPDUs. The site is the former home of the First Baptist Church of Wheaton, which has relocated to Washington Christian Academy while construction on their new building in Olney is completed.

WPC's residential tower is just one of several projects that have gained recent momentum in downtown Wheaton; just a few blocks north is the already approved 17-story Safeway/residential project from Patriot Realty, and across from that is the Computer Building, set to be converted by Lowe Enterprises into a residential tower. At the Wheaton Metro station, bus bays are to be converted into an office complex by B.F. Saul, which is also in talks with the county about converting nearby Wheaton Triangle into a massive mixed-use megadevelopment that would bring nearly a million square feet of office space, retail, a hotel, and a public plaza to the area.

Minor construction work has now begun at 1150 Ripley Street in Silver Spring, but developer Washington Property Company will wait until next Tuesday to officially celebrate the groundbreaking of their 16-story multi-family building. The 306,000 s.f. building will add 286 rental units, and is being heralded by developers as the "first major construction project within the Ripley District in almost 20 years." On October 5th, Washington Property Company President Charles K. Nulsen III will be joined by Montgomery County officials to put a ceremonial shovel in the ground and provide remarks on the bright future of the Ripley District, including specifics on several other "exciting development
plans" in the area.

The building design, a generous use of glass textured by streaking and crisscrossing lines of metal as well as tall brick columns, is courtesy of the Lessard Group. Sitting on 1.16 acres of land, the apartment building will offer the usual assortment of amenities: business center, conference rooms, rec rooms, and a fitness center. Stocked with the standard array of studios and one and two bedrooms, the structure will stand atop three and a half levels of below grade parking totaling over 300 spaces. The ground floor will feature 7,000 s.f. of service retail.

The Ripley District, a triangular parcel of land in downtown Silver Spring, is bounded by Bonifant Street, Georgia Avenue, and the CSX Railroad. Sitting adjacent to the MARC railway and Silver Spring Transit Center, this is the type of transit-oriented development that county officials are hoping to encourage. The county’s Department of Housing and Community Affairs has offered $5 million in mezzanine financing, and hopes their visible cooperation and financial assistance will spur future smart growth in the area.

Silver Spring, and specifically the Ripley District, will look to mimic Bethesda and Arlington by sporting horse blinders, ignoring the recession, and plowing ahead. Officials will steer new developments to be "organized around open spaces, surrounded by a mix of high-density office and apartment buildings, with bike trails and pedestrian routes connecting residents to the nearby Paul S. Sarbanes Transit Center and the Metropolitan Branch Trail to Union Station in downtown Washington, D.C." Home Properties' Ripley Street North mixed-use development will look to follow this blueprint and give County officials another reason to smile, but no word on impending construction has been given. The plan for the Shalom-Baranes-designed 200 ft. residential tower and accompanying 80 ft mixed-use building was approved in 2008.

S.E. Foster, a subsidiary of the Paradigm Companies, is heading up general contracting duties, and will deliver the first units in roughly eighteen months. Full delivery is expected in approximately two years.
